Boosting Pennsylvania’s Workforce: Shapiro’s Plan for Skills and Development

Governor Shapiro’s 2024-25 budget proposal aims to further support workforce development through a $2.4 million increase for Career and Technical Education, ongoing $7 million support for dual enrollment, a $2.2 million increase for Industry Partnerships, and a $2 million investment each in a digital platform for career pathways and in transitioning businesses to skills-based hiring practices. Additionally, it includes funding for 12 new investigators for the Bureau of Labor Law Compliance and a $500,000 investment to enhance the Military Occupational Crosswalk resource for military families.

The meetings also highlighted the Commonwealth Workforce Transformation Program (CWTP), a pioneering training initiative funded with $400 million in federal money, offering up to $40,000 per new worker trained for infrastructure projects. Special attention was given to workforce development opportunities for individuals with disabilities, exemplified by a visit to Community Options’ Daily Plan It in Newtown, a facility offering job training and employment for people with significant disabilities, alongside offering office space rentals to businesses.

In a series of meetings over three days, Nancy A. Walker, the Secretary of the Department of Labor & Industry, discussed the Shapiro Administration’s strategies for fostering economic opportunities and addressing the skilled labor needs of Pennsylvania employers. These meetings, part of an initiative to promote workforce development, involved discussions on the importance of skills-based hiring and the removal of a four-year college degree requirement for 92% of state government jobs, as mandated by Governor Josh Shapiro’s Executive Order.
